Jackson joined the Iron from Premiership side Leeds United, but joined Kidderminster on a free transfer last season after losing his place in the first team.
And the 28-year-old has now returned to the Football League with Dale, who paid £35,000 for him and striker Iyseden Christie.
Also arriving at Spotland is former Iron target John Doolan, who joins on a free transfer from Blackpool.
Scunthorpe boss Brian Laws had a £30,000 bid for Doolan rejected when he was a Barnet player.
