Hooper was named in Stuart Pearce's squad for the upcoming friendlies against Denmark next Thursday and Iceland on Monday, the first time he has been called up by the Three Lions at any level.
It could cap a great season for Hooper, who has scored 15 goals this season after moving to the Scottish Premier League side Celtic last summer.
Prior to that move, Hooper scored 50 goals in two full seasons at Glanford Park.
"Gary Hooper’s goalscoring record over a three-year period has made it impossible for me to ignore him," Pearce said.
"I’ve been up to Scotland to watch him and we’d had scouts go to see him too.
"If he gets the opportunity next week he needs to come and show me what he can do in training and show me what he can do on the pitch.
"It might just be a late charge that’s good enough to help him force his way into the squad for the Finals this summer."
