The versatile 24-year-old was released by Cambridge in the summer, and, following a successful loan spell at Glanford Park towards the end of last season, he was set to join the Iron.
But United boss Brian Laws pulled the plug on the signing, thinking things wouldn't work out for personal reasons.
Laws said at the time: "We have withdrawn the contract offer to Stevland Angus because I thought there were too many red flags.
