The 32-year-old has turned down a new contract at Prenton Park, but has confirmed he will sign if made the right offer.
Chesterfield have also offered him a two-year deal, whilst promotion favourites Bristol City and Brentford have also been linked with a move for the ex-Portsmouth and Coventry man.
Hall admitted: "I've turned Tranmere's offer down and it's just a matter now of if they can come back to me but I know it's a tightly-run ship.
"We have done really, really well as a team and I think everybody should be rewarded because finishing third, if the squad can be kept together, it really bodes well for the future.
"People have told me about what's been in the papers [linking Hall to other clubs] but I've got my foot in the door at Tranmere. It's a lovely club and I've really enjoyed my time there."
