The deal for the 20-year-old could eventually be worth £725,000, but Rogers is less than impressed by the whole process.
She told the Daily Post: "The guaranteed payment of £275,000 is about the same as it costs us to run our youth development setup for a year.
"Through the tribunal we discovered what Derby had paid the agent and the signing-on fee for the player. The sum of those two was not far off the guaranteed payment to us. So from that point of view the figure is not that high.
"I think the process does not encourage the bigger clubs to negotiate fully for the value of the player.
"Derby put only one offer in for Steve Davies, then went straight to the tribunal. That does not seem right.
"You can take the view that the Premiership and Championship clubs could just happily sit back and pick off players like this, not offering market value and just offering what they think they can pay in compensation."
