Rodgers is out of favour at Gresty Road, and has managed just three goals this season.
Vale are looking to Rodgers as a direct replacement for Leon Constantine, who is expected to move to Championship side Barnsley.
And Crewe boss Dario Gradi expects Rodgers to quickly agree terms for a move to Vale Park.
"He has said he wants to remain playing in this league, so I would imagine Port Vale have a good chance of him accepting their terms," said Gradi.
"I don't think money will be a deciding factor because it is not something we discussed at great length when he signed for us."
