The Dale forward rejected a deal to stay at Spotland as he would have had to accept lower terms.
Bristol Rovers made him an offer, but the chance to test himself a second division level was enough to tempt Platt to Nottinghamshire.
He said: "I've been to Notts County and we've sat down and agreed terms I always wanted to see if I could play at a higher level and with a move to Nottingham, I'll get the chance.
"Bristol Rovers have made an offer and we verbally agreed terms, but nothing has been signed because I got a call from County around the same time
"It's been hard because the offers have come together and it might not make me look that good, agreeing one job and taking another.
"But like everyone else I need a job and the offer I got from Rochdale was a lot less than I was on the year before. Rovers came in and offered me a good deal when nothing else was confirmed, though things were in the pipeline."
