The Posh spent big to ensure their promotion to the third tier, but MacAnthony says that that outlay was always part of his plan when he took charge at London Road.
He told the Peterborough Evening Telegraph: "Everybody has this impression of us as a big-spending club, but the reality is that we have stuck to a plan I devised just after I took over as chairman.
"That is to buy the best young non-league and League Two talent available, as well as the best available youngsters released by Premier League teams each year.
"This transfer policy will never change while I own this football club and it has reaped rewards thus far with plenty more to come.
"There is no need to break the transfer record unless the manager really wanted me to, but he has told me that he is delighted with what he has already and that he only wants three or four new additions."
