Both been charged under the terms of rule E22a which requires clubs to ensure their players conduct themselves in an orderly fashion.
The allegation relates to an incident which occurred during the Magpies' 3-1 home defeat to the Aggborough outfit earlier this month.
Tempers had boiled over when a challenge from County midfielder Paul Bolland sparked an 18-man brawl and two minutes later - when emotions were still running high - Notts Keeper Saul Deeney was red-carded for a stamp on Johnny Mullins.
Deeney subsequently received a three-game suspension but it is with the regards to the mass confrontation both clubs have been charged.
Harriers and County have been charged with the same offence and have until Wednesday, March 30 to reply to the charge.
