The Canaries' management pair were charged after a confrontation with referee Andy D'Urso following a 2-1 defeat at Bristol City last month.
Both Roeder and Clark have asked for personal hearings which means any punishment is likely to be carried over into next season.
"They have both admitted the charges and have requested personal hearings," confirmed an FA spokesman.
"We will look to schedule these in due course but it will take some time."
