Fowler is available on a free transfer after leaving Liverpool following the end of his contract last month.
The former Leeds United and Manchester City striker has already held talks with Sydney FC over a move to Australia, while a number of American sides are believed to be interested in taking him across the Atlantic.
Scunthorpe fans may hope Fowler opts against a move to the Championship, after his hat-trick for Manchester City dumped them out of the FA Cup in the third round in the 2005-06 season.
Mandaric believes the Foxes are an attractive proposition for Fowler and is hopeful a deal can be struck.
"I think every ambitious club would be interested in Robbie Fowler," he told Sky Sports News.
"There is not much to speak about him, everyone knows who he is. He is a tremendous footballer, a good lad, a good person, and if he could come and join us, we would be very happy."
