The 25-year-old versatile winger has two Welsh caps and Hartlepool boss Martin Scott is delighted with the signing.
He said: "I am really pleased to have him on board.
"He is a player that I picked out two or three years ago as being a big talent - he has scored goals throughout his career and he'll be a great acquisition for us.
"The thing that impressed me was his ability to play in different positions. He can operate on the right or left, just in behind the front two or as a striker which is a real bonus.
"You don't play at international level unless you're a very good player. The fact that we can attract an international player just shows how far we have progressed and what people think of Hartlepool United now."
