The Gills lost £1.8m last season and are reported to be £9m in debt, but Scall insists the club are moving in the right direction and could be breaking even within two years.
He told BBC Radio Kent: "The transfer market's virtually collapsed, so that's another income stream we've lost, and the gates are down.
"But fortunately we're starting to turn that round on the pitch, and fans are starting to come back.
"I hope that within the next 18 months we'll break even or go into profit."
