He has now signed a two-and-a-half year deal at Livi, after passing a medical on Tuesday.
Livi boss Paul Lambert said: "We have had a long look at Steve and we believe he can add something to the team.
"We are pleased that his signing has been settled. Funnily enough, some reports had him training with us two weeks ago which wasn't true, so maybe he has been destined to join Livi."
