And the Gills could be playing at the new arena within three years.
"It depends on discussions that will take place in the next six weeks, but I would like to think we would be in a new stadium by August 2010," Scally told BBC Radio Kent.
"I think there is massive potential in Medway and the area has a great future. We want to be a part of it and we want to bring Premiership football to Medway.
"I'm not saying that just because we get a new stadium it will take us into the Premiership, but it gives us a better chance."
