The forward, 22, has moved to Whaddon Road after failing to break into the first team at Charlton Athletic, having joined the Addicks from Forest Green Rovers this summer.
He told the Gloucester Citizen: "I have played enough reserve games to last me a lifetime, so it's nice to be part of this team.
"I was excited to get the chance to work with Martin Allen, who is one of those managers everyone wants to play for once in their lifetime.
"He told me the way he wants to play, I know what the club is about and I've been close to coming here on four previous occasions, but it didn't happen.
"Hopefully I can mature as a player here and I didn't expect to get straight in at Charlton, because it will be progressive over the three-year contract."
