Five Carling Cup first round games on Tuesday and Wednesday night – three in London and two in Bristol – were called off as police forces dealt with rioting which has been ongoing since Saturday night.
Two international fixtures scheduled for Wednesday night – England v Holland at Wembley and Ghana v Nigeria at Watford's Vicarage Road stadium – have also been postponed.
Police did not fear violence at the games, but did not have the resources to guarantee safety. For London-based games, there were also concerns over the transport system.
Police from around the country have been drafted to trouble-hit areas.
The Premier League and Football League are due to meet on Thursday to decide if games, particularly those in London, can go ahead as scheduled.
Greg Clarke, the Football League chairman, is braced for cancellations.
"The police have to make these calls. If they feel they have more important things to do than send officers to football grounds, we will support that decision," he told Sky Sports News.
"Our priority is to make sure the police are out there dealing with unrest on the streets. We want to keep our games going ahead, but that is a secondary priority.
"We have to support the police and the government in making the streets safe, then after that we can think about 'let's get our football games going ahead'.
"If there is civil disobedience in an area and there are football matches scheduled in that area, we will review the situation minute-by-minute with the police. If they need to move police away from football games, we will cancel those football games."
The Leagues initially said there was no reason to think games outside of London would be affected, but violence has also taken place in Birmingham, Bristol, Liverpool, Manchester and Nottingham.
In League One, the fixture between Leyton Orient and Tranmere looks particularly at risk. It is the only London-based game scheduled for the weekend.
A total of seven Premier League and Football League games are due to be played in the capital over the weekend, while Birmingham, Notts County, Bristol Rovers, Liverpool and Manchester City are all due to host fixtures.
