However, Penney conceded his hopes of capturing the Finland international have all but ended.
The Rovers chief said: "It looks like Heikenen is going elsewhere, we tried
our best and we thought we¹d done it. I think him and his agent have probably used us to get other clubs interested - they get an offer from us and take it elsewhere.
"We¹ve made a few enquiries about a few people as we need to add a few
more bodies just in case we get injuries."
