The Addicks midfielder was named in the squad for China's forthcoming World Cup qualification double-header with Burma on 21 and October 28.
However, Charlton manager Alan Pardew is refusing to allow Zheng to join up with his international colleagues as the games fall outside of FIFA's window for international fixtures.
"I apologise to the Chinese federation, but I have made the decision to keep him here," the former Reading and West Ham United boss said.
"If he were to travel, he would miss our games against Wolves, Plymouth and QPR because the fixtures fall outside of the international window.
"I know Zizi is an important player for his country, but he is also important for us.
"I'm sure that China will be able to get the results they need from the two games without him."
