Neither of the veteran frontmen have opened their accounts for the Bluebirds in two appearances, but Fowler believes it is only a matter of time before the goals begin to flow.
"I think Jimmy and myself can forge a bit of a partnership here," he told the Western Mail.
"Obviously it's very early days and it takes time to build an understanding.
"We did very, very well against Orient. Against Norwich (on Saturday) it wasn't as good, but we both started and we got the points.
"It's a long road now this season and hopefully we can strike off a good partnership.
"A few more games and I feel we should be firing. I don't see any reason why we shouldn't be competing up the top end of the table this season.
