The 21-year-old had a medical on Monday after agreeing a one-year deal.
But, oddly, Seagulls manager Mark McGhee had no words of praise for the player who was farmed out on loan to MK Dons and Stevenage Borough last season.
He said: "If he has gone up there and done the same thing he did when he was here for the first couple of weeks then he probably impressed.
"Maybe with what happened to him here the penny will drop. They are taking him for exactly the same reasons we did. When he came here for the first couple of weeks on trial he looked as if he had something really different.
"They've taken him up there and seen the same thing, but we've never seen it since really from Albert. That's why we're not going to wait any longer."
Brighton, meanwhile, have offered a trial to former Queens Park Rangers defender Georges Santos.
