Contracters are bidding for the project, to be built at the Farmer site in the town, with a decision to be made in September and construction to begin within three months.
The Seagulls have been without a permanent home since 1997 when their Goldstone Ground was sold by previous owners.
They spent two seasons playing at Gillingham's Priestfield, and have played at the Withdean Stadium since 1999. They hope to move into their new home in time for the 2010/11 season.
The club's chief executive Martin Perry told BBC Southern Counties Radio: "Our target is to get on site by the end of this year.
"The fans want to see shovels in the ground and it looks as if we are going to achieve that."
