The Bantams have missed out on several players this summer including former Brentford midfielder Stephen Hunt (who joined Reading), and ex-Celtic winger Bobby Petta - Todd's number one target.
The ex-Derby boss said: "You just get on with it and start working on the next one.
"The Hunt move collapsing was very unfortunate but only happened because it was Steve Coppell who had worked with him before.
"But credit to [Chairman] Julian Rhodes for supporting what we are trying to do. These are still not particularly easy days for the club and there is no revenue coming in at this time of year, but he is doing all he can to back me."
Todd has made one summer signing so far, bringing Sheffield United's ex-Everton striker Danny Cadamarteri back to Valley Parade for a second spell.
