Laws was interviewed by the Owls this week, and is believed to be up against Gary Megson and one other candidate for the position.
Wharton performed a boardroom coup in 2004 to bring Laws back as manager, with former chairman Chris Holland and several directors being forced out of the club, after the former Nottingham Forest defender had quit with the Iron on the brink of relegation to the Conference.
Since then Laws lead the side to second in League Two, and consolidated that with a top-half finish in League One last term.
Now he has caught the eye of clubs in higher divisions, and after being linked with the Norwich job is now waiting to see if he is offered the chance to move to Hillsbrough.
"I am surprised there has not been more interest in Brian before," Wharton told the Scunthorpe Telegraph.
"It's good for him to see that other people see what a good job he is doing here and I will do everything in my power to keep him."
