Kell was carried off after 53 minutes following a tackle from Craig Disley, which saw the Rovers forward sent off after being shown his second yellow of the game.
The tackle broke Kell's left leg, his second leg break since joining the club - having broken his right leg in the Humber derby against Hull in 2000.
Iron boss Brian Laws said: "This was a great win, but we can't enjoy it because of Richard Kell's injury.
"He has been an inspirational figure, he proved everyone wrong, including me, by coming back after breaking his right leg, we are devastated and there is a sombre feeling amongst the players.
"We have been barren up front, but the two front men couldn't have come back at a better time.
"We were spot on, well prepared and focused on what we had to do. Everything fell into place and the margin could have been greater.
"There is a lot of belief in the dressing room and we will go to Shrewsbury aiming to win our final game."
Rovers Ian Atkins commented: "We have seven players missing and coming to a place where they are pushing for promotion we did not give ourselves a start and it was always going to be difficult.
"They got behind us and if you can't defend balls coming into the box, you pay the penalty.
"We have a habit of being good one week and bad the next. If we stick to what we are good at we are ok, but to give goals away as we did leaves you struggling.
"No one likes to see a leg broken, but I thought it was a good challenge and it was not meant."
