Torpey was shown a straight red after confronting Rovers midfielder James Coppinger, who was also red carded following a late tackled on Ian Baraclough.
Iron manager Brian Laws promised to fine the veteran striker after the match, and he has now said sorry in a statement released via the club.
It read: "I would like to apologise for my unprofessional behaviour, after what I thought was a leg breaking incident on my team-mate.
"I have not only let myself down, but also the club, directors, management and our loyal supporters.
"I can assure you that this will not happen again."
