Laws position was up in the air after sections of the National press were reporting the Iron were lining up Danny Wilson or Kevin Blackwell as possible replacements.
However Swann, who's shock arrival has left the future of Dennis Hobson at Glanford Park in doubt, was quick to suggest that Laws was going nowhere.
"All managers are under pressure, but I have already spoken with Brian Laws and I think we will get on very well," Swann said.
"He will be the manager of Scunthorpe United as we go forward."
Swann insists the goal for next year will be to be 'competitive', and although he will not plough massive amounts into the club, suggests Laws will be given the tools to put together a competitive side.
“It’s difficult to say what I expect from the team next season, because I haven’t even started in the job yet.
"It would be great to bounce back straight away, but we really must be competitive.
"I would like to see us competitive right from the start of the new season."
