It has been reported that Spurs are lining up a £10million bid for the former Iron hotshot.
Ironically, it was Spurs that dumped Hooper as a schoolboy before Hooper moved up through the leagues with Grays Athletic and Southend.
Hooper said on making his move to Parkhead from Glanford Park: "The rejection from Tottenham has motivated me a lot. I want to prove to them I can play at the highest level".
The news follows Norwich's improved offer, beleived to be short of £6million was rejected by Celtic.
