"There's been a few twists over the last few weeks but it's nice to finally sign the paperwork and move down here. Now I've signed I can get settled and I can't wait to get the kit on and get involved in pre-season training," Sparrow told Brighton's official website.
"It was time for me to leave Scunthorpe and Brighton is definitely the club to be at. The club is a sleeping giant with the new stadium a year away - which looks fantastic.
"There is also a great team spirit here, which I can already see. It'll be a big challenge but I'm confident we can push for promotion."
