Ryan, who joined on-loan from Sunderland on transfer deadline day, will be handed a one-year deal.
The midfielder has yet to feature for the first-team, but has impressed in a number of appearances for the Iron's second string.
Hind has been offered a two-year deal to stay at Glanford Park, having spent the back end of the season on loan at the club from neighbours Hull City.
Angus is available on a free transfer from Cambridge. He spent the back end of the season at Glanford Park on loan, but was troubled by a hamstring injury.
Laws said: "I'm pleased with the players that have come in, I'm hoping Hinds, Angus and Ryan will stay.
"I think that there's a distinct possibility that we could have all three, it's down to the players themselves, but we think they could add something to the squad."
Laws is set to announce on Friday which of the club's out of contract players are being retained.
Terry Barwick, Peter Beagrie, Wayne Graves, Paul Musselwhite, Andy Parton, Michael Rankine, Kevin Sharp and Nathan Stanton will all learn learn their fate.
Beagrie and Musselwhite are virtually certain to have been offered contract extensions.
Striker Paul Hayes must also decide where his future lies, with Laws admitting he is unhappy that the former Norwich forward has yet to accept or reject the chance to stay at the club.
Three players are expected to be released.
