Referee Darren Sheldrake carried out pitch inspections at 10.45am and 11.45, and called the match off just before noon.
Despite covers on the pitch, areas in the goalmouth were frozen and unplayable.
"The game is off on player safety. After walking the pitch right across, there are some areas that are soft and some areas that are extremely hard," said Sheldrake.
"The main concern is the part of the goal when you come out of the tunnel where the sun isn't getting on it. To be fair to the club, they have tried to get some water on to soak it through, but that has probably made it worse, with some areas still soft and some still frozen. I can't guarantee player safety to play the game."
Freezing conditions did not claim any FA Cup fourth round ties, but the League One game between Rochdale v Charlton Athletic was called off.
In League Two, Crewe Alexandra v Accrington Stanley and Morecambe v Macclesfield could not be played.
Two Blue Square Premier games were frozen off, at Barrow and Darlington, while the horse racing meeting at Doncaster was also cancelled.
