Laws will meet with the board of directors on Wednesday to set the playing budget for next season - which is virtually certain to be in League One.
But although changes will be made, they will be kept to a minimum.
"I hear all this stuff saying I have 16 players out of contract which is not quite true, but there will be no mass clear-out at this football club," Laws told the Scunthorpe Telegraph.
"We've got the nucleus of a very good side and we need to add to it. There will be players leaving but there will be no mass exit.
"We're not at Nottingham Forest and can't pay massive wages. It's sometimes better the devil you know because you know exactly what you're going to get out of players and you want reliability as well," he added on the club's official website.
