Laws told Press Association Sport: "It would be great to get it resolved in time for the Brentford match on Saturday, but being hopeful and completing the deal are two different things.
"It might be there's a problem regarding the player's wages, we'll have to
see, but he's a natural goalscorer and has the potential to become a very
good player.
"At the moment both clubs are talking. We're trying to negotiate a deal - we're hoping things will be sorted, but it's not yet secure."
Warnock will sit down with the youngster, who hit nine goals in 16 games while on loan at Rushden and Diamonds last season, to help him decide where his future lies.
He confirmed the Blades have agreed "a good price" for the teenage striker.
