United took the lead through Billy Sharp, but the Millers levelled within a minute and hit the winner just before half-time.
Laws admitted: "Team work is our strength but we did not play, we have got to get that sorted out.
"It was disappointing because we had a great start and we knew we needed to score first but their reply was so quick and that put them right back in it.
"We only had little spasms of play and did not match Rotherham's appetite, we were second best.
"Lee Williamson ran the show for Rotherham and I do not think there was a blade of grass he did not cover."
Rotherham boss Alan Knill, a former Iron defender, was delighted with his side's display.
He boasted: "I do not think our goalkeeper made one save all afternoon.
"Scunthorpe scored from a poor set piece, but a great strike by Eugen Bopp a minute later put us right back in it and I am absolutely delighted with two wins on the trot.
"We are going in the right direction. Our instant equaliser was the key moment in the match and we had so many chances in the second half but it is good that we are making so many chances."
