A lacklustre United side conceded all three points without much of a fight at Glanford Park on Tuesday night.
Laws said: "I am shocked and it is difficult for me to take it in.
"There were some poor performances and I am very disappointed, we were nowhere near to what we are capable of. I felt Bristol City were there for the taking, but they slowed the game down and we were unable to get the tempo going.
"We have to be big and strong, fire ourselves up and rely on home performances, starting with Swansea on Saturday."
City boss Gary Johnson said: "This was a massive three points and we're delighted with that.
"We set a fantastic work rate, set a standard and this is what we have to do to sort out our away form. We put in a lot of effort and quietened the home crowd - who began to get at their team.
"Steve Booker was magnificent, we faced up to them well when they went three up and kept them quiet."
