Laws said afterwards: "The game was there to be won. There was no fluidity in our game and it's two points thrown away.
"Southend came here with a plan to defend deep and it showed in their very rare attacks. We needed to be more creative and one or two of our players had an off day.
"For all we were poor, we still had enough chances to win the game - especially in the second half. I think if we'd scored a second we would have gone on to get a bagful because their confidence is so low."
Southend's Steve Wignall said: "I am delighted with the result, it shows what we are capable of and to do it at Scunthorpe is something to be pleased about."
