An un-named U-21 international, released by a Premiership club at the end of last season, has joined the first-team squad as they returned from the close season on Thursday.
Laws told the Scunthorpe Telegraph: "He's someone who we've been monitoring and chasing through the summer.
"We're almost there. We're trying to finalise the deal and we're hoping to do that when he comes in to train with us."
And the departure of veteran winger Peter Beagrie has lef the club without a recognised player for the left side, with Laws accepting it as a priority position to fill.
He added: "Peter leaving means I do have to step up the search, but I have been looking all through the summer anyway.
"I definitely want to get someone in now before the season starts."
