It was thought Tutte, 20, was one of two players the Iron had agreed to sign next week in moves that were delayed due to the players being on holiday.
But Tutte has returned from his break to go straight to discuss terms over a move to Spotland, with Dale's official website saying he was "looking a little jet lagged" on Friday morning.
Tutte was a free agent after being released by Manchester City in the summer, he played eight times for Dale on loan at the start of last season.
"I really enjoyed my loan spell here it was a very good learning experience for me and the club is certainly moving in the right direction and I would love to be a part of the team that goes one better than last season," he said.
"[Dale boss] Steve Eyre knows how to get the best out of me, there will be plenty of competition for places and that means you stay on top of your game. When you get the opportunity you have to be ready to take it and I'll be working hard to earn my place in the team."
