The 23-year-old played in a behind-closed-doors friendly against Doncaster Rovers on Tuesday, and impressed Iron boss Brian Laws.
Laws said: "Things haven't worked out for him at Dundee United, they are not in a great financial situation and they need to get players off their books.
"He is available for next to nothing, I like what I've seen so far."
Samuel first came to prominence at Falkirk, before a £100,000 move to Dundee United.
Preston striker Joe O'Neill also played in the match, but is unlikely to be offered a deal.
