He told the Scunthorpe Telegraph: "He's going to go on to bigger and better things but hopefully after he's done ever so well for Scunthorpe United and got us into the Championship.
"At 20 years of age, the world is your oyster, it's as simple as that, Reach for the stars, you might reach the moon - that's what we say to everybody."
The United boss is wary that any media pressure may effect Hooper's performances and stated the club were "looking after him" after his recent goal burst.
The United boss also claimed Grant McCann, who recently voiced his disappointment at being overlooked for the Northern Ireland squad, is getting back to his "international quality best".
He added: "He's an international class player. When class is there, what you have to do is look after it, he's a quality, quality football player".
