The five man group represent the division and meet to discuss any issues which fellow third division club feel strongly about.
Holland was elected ahead of York City chairman John Batchelor after after a 16-7 vote in his favour, he had been nominated by the board at Glanford Park.
He joins representatives from Macclesfield Town, Bristol Rovers, Exeter City and Leyton Orient on the committee.
"I was quite surprised to be elected with Batchelor being a clun chairman," Holland told the Scunthorpe Evening Telegraph yesterday.
"A lot of it will be done by telephone, we will consult as the division three sub-committee and we will get feedback from clubs as we go around to matches."
