The Clarets have lodged a bid - believed to be £400,000 - for the Northern Ireland international which was rebuffed by the Iron.
United are under no financial pressure to sell one oftheir star assets, meaning he is only likely to leave Glanford Park if he insists on a move.
"We are trying our best to bring him to Burnley and we want to agree a transfer fee with Scunthorpe," said Coyle.
"Basically that's where we are at this moment. Whether we re-visit the situation we will have to wait and see.
"We won't ever reveal in public how much we offer for a player, but if Scunthorpe say it is not enough then we can do one of two things.
"We can either increase our offer or we can turn our attentions elsewhere. He's a player I like. He's at a very good age and he's proved at this level that he can score goals."
