Bean becomes the second associate director at the club, following the appointment of local businessman Jason Oxenforth last week.
A former officer with South Yorkshire Police, Bean was national chairman of the Football Supporters Association from July 1996 to 1999.
He was part of the Government's football task force which reported on progress on tackling racism, disabled issues and grass roots football.
In January 1999 he took on the high-profile role of Compliance Officer at the Football Association before leaving Soho Square in August.
While at the FA he oversaw the high-profile investigations into Chesterfield and Boston United.
He now runs a disciplinary consultation company called Football Factors, and has already represented United in disciplinary hearings twice this season.
He said: "I am sure that given my knowledge of the industry I will be able to use this to benefit the club.
"The directors want to move the club forward and I will be happy to become involved in that giving them the benefit of my advice and experience.
"Scunthorpe United is a club which is highly respected within the football industry and I hope that my involvement can continue to enhance that reputation."
