The Iron must battle through some of the worst conditions in the UK to make the long trip to south London for Saturday night's televised clash and Baraclough believes the Football League should be stepping in.
"They seem to be a law unto themselves, blissfully unaware of people being able to travel to games," he told the Scunthorpe Telegraph.
"You're expected to try to put a product on, because we're primarily there to entertain people.
"But if people are putting themselves in danger to get there, for me that's not going to happen. They [the League] have got to take things like that into consideration."
"I think people have got to be sensible about it, but while it's on, and unless we're told otherwise, we'll try to do the best we can."
